Operation of a non-emergency or convalescent ambulance service in Wake County requires a franchise issued by the Wake County Board of Commissioners.
In addition to the local Emergency Medical Services and Ambulance Services ordinance, individuals must comply with all state and federal statutes/rules governing ambulance service. It is recommended that individuals wishing to apply for a franchise thoroughly research and familiarize themselves with these requirements.
Within North Carolina, ambulance service is governed by the North Carolina Administrative Code (NCAC) and the North Carolina Office of Emergency Medical Services.

Granting A Franchise
To be granted a franchise, an individual or agency must complete and submit a franchise application and the application fee of $2,392 to:

Once the application is received, it will be reviewed within the EMS Department for completeness and compliance with the ordinance. Once an application is deemed complete and in compliance, a request will be made to place the franchise request on the agenda for a Board of Commissioners meeting. Franchise requests are required to be presented at a public hearing and then followed up with a second reading at an additional Board of Commissioners Meeting. Generally, the process takes between 120 and 180 days to complete once the application is received in the EMS Office.
