As Chief Community Health & Vitality Officer, Duane Holder provides executive leadership in support of the County’s goals of Community Health, Social and Economic Vitality, and Growth and Sustainability. He oversees the departments of Housing Affordability & Community Revitalization, Health & Human Services, and Environmental Services, and supports oversight of the County’s Behavioral Health initiatives. Additionally, he serves as the Manager’s liaison over the quasi-county agencies of Cooperative Extension and Soil & Water Conservation.
Holder joined Wake County in June 2021. Prior to joining Wake, he served as Deputy County Manager for Cumberland County, North Carolina. Before moving to Cumberland County, he served as Deputy County Manager and Chief Financial Officer for Pitt County, North Carolina. Holder also co-founded and served as Chief Financial Officer for PORT Health, a regional behavioral health care agency serving eastern North Carolina.
A veteran of the United States Air Force, Holder has a Bachelor of Science in Business Administration from Mount Olive College and a Master of Public Administration degree from East Carolina University. He has completed the Municipal & County Administration program through the UNC School of Government, is a member of ICMA and holds the ICMA-Credentialed Manager designation.
