Citizen Re-entry Plan, Town of Apex

This plan is designed to guide law enforcement personnel and residents in the re-entry and re-population of residences within the Exclusion Area evacuated on October 5, 2006.
This plan is divided into five (5) phases in order to ease traffic congestion into the geographically limited area. Each phase and geographic area shall be staggered in one-hour intervals beginning at 8 a.m. on October 7, 2006.
8 a.m. Re-Entry, Phases I & II
Phase I
Geographic Area: North Salem Street at U.S. 64 south to Williams Street (Highway 55); north on Williams Street to U.S. 64; then east back to North Salem Street and U.S. 64.
Phase I Security Road Blocks
- On Salem Street at:
- Hunter Street
- Center Street
- Elm Street
- Chatham Street
- Moore Street
Phase II
Geographic Area: North Salem Street at U.S. 64 south to Center Street; east to Mason Street; north to Old Raleigh Road/Lake Pine Drive to U.S. 64; west North Salem and U.S. 64.
Phase II Security Road Blocks
- On Old Raleigh Road at:
- Apex Parkway
- Vintage Grove
- Buckingham Way
- Sterling Silver
- Block traffic from Lake Pine Drive from driving east onto Old Raleigh Road
On Center Street at:
9 a.m. Phases III & IV
Phase III
Geographic Area: Lake Pine Drive at U.S. 64 east to exclusion area eastern boundary; eastern exclusion area line south to U.S. 1; U.S. 1 west to Ten-Ten/Center Street; Center Street west to North Mason Street; Mason Street north to Old Raleigh Road; Old Raleigh Road/lake Pine Drive north to U.S. 64
Phase III Security Road Blocks

- Maya Court
- Investment Blvd.
- Old Grove Lane
- Schieffelin Road
- Culvert Road
- Tunstall Ave.
Phase IV
Center Street south to Tunstall Ave. to Williams Street (Hwy. 55); Williams Street northwest to Salem Street; Salem Street north to Center Street; Center Street east to Tunstall Ave.
Phase IV Security Road Blocks
- On Tunstaff Ave. at:
- Olive Street
- Chatham Street
- Moore Street
Phase V Re-Entry Will be Allowed When Local Officials Declare it is Safe
