Board of Commissioners Adopts Amendments to 100-year Floodplain, Watershed Regulations

On May 19, 2003, the Board of Commissioners held a public hearing and adopted an amendment to prohibit development and fill within the 100-year floodplain. The ordinance (OA 03/03) prohibits development and fill within the 100-year floodplain with the exception of those uses allowed in the watershed water-supply buffers under the Zoning Ordinance (e.g., roads, utilities, water-dependent projects). This amendment expressly prohibits the placement or construction of new structures within any portion of the 100-year floodplain, which comprises the floodway and the adjacent flood fringe areas.
 
The Board of Commissioners also held a public hearing and adopted Ordinance Amendment OA 02/02 to Consolidate Water-Supply Watershed Regulations and Regulating Riparian Buffers. The ordinance amendment accomplishes three primary objectives: (1) consolidation of the water supply watershed regulations into a new section of the ordinance; 2) implementation of the Comprehensive Watershed Management Plan's recommendation for increasing riparian buffer widths along perennial streams; and (3) clarification of allowed exceptions to the rule that vegetation not be disturbed within the required riparian buffers.
