​Deputy County Manager Joe Durham oversees external departments including Environmental Services, Community Services, Human Services, Workforce Development, as well as the Public Safety related Department and Divisions of Emergency Medical Services, Fire/Rescue, Emergency Management, and the City County Bureau of Investigations.

Durham has served as Deputy County Manager since 2001. His previous experience includes eight years as County Manager of Edgecombe County, NC. He has also worked for the City of Rocky Mount, NC, The Wooten Company in Raleigh, NC, the N.C. Department of Natural Resources and Community Development, City of Sanford, NC and Richmond County, NC.

He is a graduate of East Carolina University. He has also pursued graduate studies at East Carolina University and the University of North Carolina at Chapel Hill.
