Minimum Qualifications: Bachelor's degree in Public Administration, Business Administration or related field and three years of experience in administration; or equivalent.

Duties: Manage the Parking and Fuel programs within Fleet Operations, a division of General Services Administration; manage contracts for fuel system maintenance, software providers, commercial fuel cards and fuel vendors; manage parking for the general public, jurors, events and County employees; manage the parking system maintenance and software contractors; responsible for accounts payable and receivable related to parking and fuel totaling over $3.5 million in revenue and expenses.

Preferred Qualifications: Previous experience in the areas of watershed management and planning; onsite wastewater system planning, design and construction; groundwater well design and construction; sedimentation and erosion control planning, permitting, design, construction and operation; stormwater management planning, permitting, design, construction and operation; strong written and verbal communication skills; five years of experience as a supervisor of technical and non-technical staff; experience working independently and with minimum direction; ability to motivate and develop staff; ability to work with citizens and elected officials on environmental resource protection issues as well as a demonstrated ability to recognize and solve problems.

Duties: The Water Quality Division Director for Wake County's Environmental Services Department is responsible for executing programs and services to protect public health, water resources and land resources in Wake County. The Director provides leadership for a staff of approximately 34 professionals and is responsible for the administration of a total annual budget of approximately $2.8 million. The incumbent will protect public health in Wake County through the enforcement of rules and regulations enacted for individual groundwater wells and onsite wastewater systems. In addition, the Water Quality Division protects water resources in Wake County through the enforcement of rules and regulations for stormwater management, floodplain management and erosion and sediment control. The Water Quality Division is also responsible for the implementation of a watershed management program, which is designed to (a) collect information and data to monitor the health and condition of Wake County water resources; (b) analyze and quantify specific causes and sources of water resource problems in Wake County; and (c) develop specific recommendations to address identified problems. Specialty services provided by the Water Quality Division include mobile home park inspections, migrant labor camp inspections, emergency response for hazardous materials spills that threaten waters of the state and inspection of package wastewater treatment facilities.

Notes:  Periodic off-hour work during nights and weekends is required to inspect development sites, respond to customer inquiries about service, attend community meetings as well as to conduct special studies and investigations.

Duties: Serve as the "face" of the Health Care Works Regional Partnership and represent the Partnership in the community, to elected officials, and to funding agencies; provide leadership in the effort to create a collaboratively-funded Partnership dedicated to creating career ladders, developing career pathway strategies, and adequately training allied health workers to alleviate workforce shortages; develop and maintain all types of active Partners; collaborate with Committees to generate results-oriented outcomes for increasing the workforce capacity; identify external funding through federal, state, and private sources; provide oversight of a Program Assistant also supporting the Partnership; provide programmatic support of the Executive Committee; focus on fund development for sustainability of the Partnership, including grant development and private donations; represent the Partnership to external organizations as the initial point-of-contact; network with regional economic development and workforce development agencies to expand the effectiveness of the Partnership's efforts; orient new members of the Partnership; pool financial resources through direct investment and in-kind contributions from partners in support of ongoing administration; collaboratively seek federal and state funding through grant, and earmark, or legislative appropriation; develop a broad financial base in support of operations; develop a regionally-coordinated workforce development plan; develop and implement selected training strategies and designs; develop ongoing systems of communication and coordination that will enable the education and training community to adjust its program and services as the region's skill needs change.
