Human Services' Contracts and Grants
In total, Wake County Human Services has more than 750 contracts, grants and memoranda of agreement with outside agencies and vendors. These contracts represent more than $38 million worth of services purchased, accounting for approximately 35% of the agency's operating budget. Through contracting and competition of service delivery, Human Services seeks to define its own mission and priorities and to build partnerships and community capacity with existing community resources.
Human Services has been a leader in setting standards for defining what services government is most capable and equipped to provide, and when to develop service delivery capacity through others. By defining a process called "Areas of Study," Human Services has undertaken a long-term commitment to examine all of its programs and services and to hold those practices up to those of outside providers to determine who can and should provide services in the most effective and efficient manner. After diligent study and strategic planning, Human Services may determine its best course is to partner with or contract to an outside entity to help fulfill the agency's mission. In these circumstances, a centralized contracts management team unit in the Resource Management Division operates in a technical assistance and consultant capacity across all departments to promote accountability for outcome-based contracting.
