THE PROGRESSION OF SUBSTANCE ABUSE
Experimental–Recreation–Habit–Abuse–Dependence
Addiction is a disease:
- The body is affected.
- The brain is affected.
- It is chronic.
- It is progressive.
- It can be fatal.
RECOVERY: Recovery is the recognition that drugs have resulted in a loss of control in life. When a person chooses recovery – a life free of drugs and alcohol – It can mean:
- New possibilities of fun things to do
- Better family relationships
- Meaningful friendships
- Stable employment and education
- The ability to handle problems in life
- Renewed connection with spirituality.
ADDICTION: Addiction is the loss of control in the use of a chemical substance. It can feel good at first, but often leads to serious problems such as:
- Arguments with friends and family
- Poor job performance and possible job loss
- Driving restrictions or loss of license
- Financial problems
- Homelessness
- Serious diseases, such as HIV, Hepatitis C and/or liver damage
- Limited choices in life.

The Alcoholism Treatment Center (ATC) is part of Wake County Human Services. This agency provides on-site substance abuse services to adults who are residents of Wake County. ATC coordinates closely with other Wake County and community agencies.
ADMISSIONS Crisis Services, housed in the Alcoholism Treatment Center building, provides assessment and referral services for Wake County residents. This service is available 24 hours a day, seven days a week, including holidays.
DETOXIFICATION Supervised medical detoxification is provided on an eight-bed unit. Each patient receives a physical and a psychiatric examination in preparation to transfer to other levels of treatment.
INPATIENT TREATMENT The Howie Unit offers a comprehensive, 12-step-based program of education and therapy to assist patients with establishing abstinence and sobriety. Length of stay is determined on an individual basis and typically runs between 7 and 14 days. There are specific sub-programs targeted toward different patient needs, including:
- Relapse Prevention, which focuses on teaching a wide variety of skills that increase the potential for a more stable early-recovery journey, and
- Dual Diagnosis, which focuses on individuals with both substance abuse and mental health problems.
RECOVERY HOUSING We can place patients in housing that supports recovery and connect them with outpatient programs in Wake County or across the state.
FAMILY PROGRAM Family Counseling groups, lectures and education are provided and participation is encouraged to individuals hospitalized at ATC and their family members. |
PERINATAL SERVICES The Step-By-Step Program offers a variety of interventions to assist pregnant and postpartum women who are struggling with chemical dependency.
WOMEN’S AND MEN’S SERVICES The ATC serves men and women with gender-specific groups on topics relevant to chemical dependency.
PSYCHIATRIC SERVICES Inpatient Psychiatric Services are provided to those who have a mental health diagnosis in addition to chemical dependency.
COMMUNITY-BASED SERVICES Provided by Wake County’s Local Management Entity (LME)
COST OF SERVICES
- Insurance reimbursement eligibility will be based on your healthcare plan.
- Subsidized State funding may be available
- Inability to pay will not result in being denied care.

ATC is supported by Federal Block Grants, State and County funds and the Wake County ABC Board. Third-party payments are also accepted.
