Plan Review Services include:
Review plans for restaurants, food stands, child care centers and hotels
Approve and disapprove plans
Review plans in office upon request and appointment
Perform equipment evaluations on site
Provide construction evaluations
Confirm that each facility is built according to its approved plan
Permit restaurants, food stands, hotels, mobile food units and push carts.
Before you build or remodel a restaurant, the Department of Environmental Services must review and approve your plans.

A plan review fee is charged and must be paid before plans can be approved.

Once approved, stamped plans are ready for the applicant to pick up and proceed to the appropriate building inspections department having jurisdiction where you are building.

Follow-up construction visits are conducted throughout the building process. Applicants request inspections by completing a

Facility Plan Review Contacts
Building in the City of Raleigh? Application package must be submitted at 222 W. Hargett St., Raleigh.
A menu, equipment specification sheets, and four complete sets of plans are required for this review.
Raleigh offers two options for plan reviews: express (Angela Vassallo – 919-890-3772) and regular reviews (Lois Plankers – 919-890-3761).

- A food service permit may be issued when the facility meets all requirements of the rules.
