Committee Charge


Joint Wake County Public School System and Wake County
Government Citizens’ Facilities Advisory Committee

Purpose:

  • Evaluate Wake County Public School System (WCPSS) capital improvement program;
  • Evaluate WCPSS school design criteria and construction management and/or delivery methods; and
  • Communicate its findings to the boards and the public.

Organization:

  • The committee is established jointly by the Board of Education and Board of Commissioners and reports to both boards.
  • The committee selects a chair and other leadership as appropriate.
  • Staffs of both Wake County and WCPSS may provide support to the committee.
  • An independent educational facilities consulting firm hired by Wake County may provide support to the committee; both boards and staffs may pose issues for study by the consultant.

Functions may include, but not be limited to, the following (it is understood that this list of functions is flexible and may be changed by the committee):

  • Review Wake County projections for enrollment growth and demographic changes impacting WCPSS;
  • Review data on WCPSS school construction costs and life-cycle costs as compared with those of benchmark districts;
  • Evaluate opportunities to reduce cost of new school construction;
  • Evaluate practices and procedures for development of projects at existing school buildings;
  • Compare WCPSS school space planning parameters with those of benchmark districts;
  • Review proposed capital improvement program and the assumptions upon which it is based;
  • Evaluate applicability and feasibility of alternate forms of school building construction and/or project delivery;
  • Provide reports at least quarterly to both boards and the public; and
  • Examine or review other issues as requested by the boards and staffs.

Membership:

  • The committee is composed of 13 members.
  • Members and the organizations they represent should have knowledge and understanding of school capital issues.
  • Members must not have or be perceived to have any conflict of interest arising from doing business with WCPSS.
  • Membership should include persons with experience in corporate leadership, architecture and engineering, financial management, and/or public administration; and may include individuals from the business community and university and college community.
