Goals/Objectives
- Identify goals or ends Wake County is trying to achieve through investing in infrastructure.
- Determine level of infrastructure needed to meet these goals and identify strategies to achieve these ends.
- Determine level of financing required to meet these goals and identify strategies to achieve these ends.
- Review process for presenting work group recommendations to full committee.
Process Overview
Frank Holding Jr., Committee Co-Chairman, welcomed the committee and told them that this would be a day of working together in groups on specific topics and begin formulating recommendations. The work groups are focusing on these areas: Criminal Justice Facilities (courts, jails), Finance, Parks and Open Space, Public Schools, Transportation (Mobility Choices), Wake Tech (Work Force/Technical Education), Water and Sewer Needs.
Committee Facilitator Phil Boyle outlined the process for the work groups to follow throughout the day. The groups were assigned three tasks, reporting back out to the full group the results of the first task (creating a “values map”).
- What goals, ends, or outcomes is Wake County trying to achieve though public financing and taxation of criminal justice, transportation, parks and open space, public schools, work force and technical education, and water and sewer? (Discuss and identify the ends - what we value, what we want and expect, why we invest in each category – not just in infrastructure, but in the category itself. Create a “values map” for your category by using the public choices framework to map the ends or goals you identified.)
- What types, levels, and quality of infrastructure will be needed to meet the goals you identified in Task #1 over the next 20-30 years, and what strategies do you recommend for achieving these goals?
- What level of funding will be required to meet the goals you identified in Task #1 over the next 20-30 years, and what strategies do you recommend for achieving this level of funding?
Work Group Discussions
The work groups met with presenters and technical staff to explore infrastructure and financing issues in more depth and detail, and to complete the tasks outlined by the facilitator. Their reports will be used for making presentations to the full committee on May 9.
